This is the first time that the city has formulated special regulations on the safety of rail transit operations. At present, Wuhan has three rail transit lines in operation, with a daily average of 972,400 passengers. According to the Measures, four types of behaviors are prohibited in the rail transit area: begging, performing arts, picking up wasteland, collecting donations, preaching, or distributing various kinds of publicity materials at stations, trains, entrances and exits; carrying hydrogen balloons, hacksaws, iron rods, bicycles ( (Except for folding bicycles whose volume and length meet the requirements), electric bicycles, and cargo flatbed trucks, etc.; pushing and pulling on escalators, playing slapsticks, retrograde, leaning on the body, escaping handrails and rails, blocking escalators and gates, etc.; artificial damage to the track Transportation escalators, automatic ticket issuing machines, public transportation card recharge ticket inspection machines, video surveillance cameras and other facilities and equipment. Those who violate the above regulations and refuse to make corrections will be fined between 50 yuan and 200 yuan.
The measures clarified the responsibilities of all parties: The Metro Group should configure security inspection facilities and equipment and select security inspection units to implement security inspections; security inspection units should conduct safety inspections on rail transit stations, passengers and their carried articles; Inspect and supervise the inspection work. Security inspection personnel should wear a safety inspection certificate when carrying out safety inspections; passengers who have not put on a safety inspection certificate to carry out inspections have the right to refuse inspection.
Wan Yong emphasized that safety issues are the lifeline of rail transit planning, construction, and operation work. They must be firmly placed in the most important positions, especially for the three major issues of law and order, fire protection, and anti-terrorism, and further strengthen the supervisory responsibilities of the relevant departments and their counterparts.
