Tax revenue was 7.8793 trillion yuan, the lowest level in the same period since 2010.
From the perspective of expenditure, the national fiscal expenditure increased by 12.1% year-on-year and completed 52.5% of the budget. Among them, national education, social security and employment, health care and family planning, energy conservation and environmental protection, and expenditure on agriculture, forestry and forestry increased by 16%, 21.4%, 19.2%, 19.3%, and 15.4%, respectively, which were higher than the average growth rate of expenditure.
Lou Jiwei emphasized that the next step will be to intensify efforts to promote the construction of major projects and to release the 2016 major project construction investment plan in advance. We will increase tax cuts and clearing fees, implement and improve general-purpose inclusive policies such as deductions for corporate R&D expenses, and promptly transfer companies to share capital and equity incentives to pay tax-based tax pilots throughout the country.
The NPC Financial and Economic Committee believes that overall, the implementation of the budget is better, but the pressure on fiscal balance is greater, which is a prominent issue in budget implementation and financial operations.
