Backward Ironmaking Blast Furnace Turned to Foundry Cast Iron Stopped

The Ministry of Industry and Information Technology issued an emergency notice on the 22nd that it is forbidden to evacuate small blast furnaces that the country has explicitly eliminated in the name of iron and steel castings. Localities must attach great importance to it, take resolute measures to stop them, and strictly implement relevant state laws and regulations and industrial policies.
According to the "State Council's Notice on Strengthening the Elimination of Outdated Production Capacity," the Ministry of Industry and Information Technology took the lead to take charge of the work of coordinating the elimination of backward production capacity and studying the major issues in the elimination of backward production capacity. At the end of March this year, the Ministry of Industry and Information Technology had preliminarily issued the target of eliminating the backward steel production capacity in each region during 2010-2011. However, in the process of working in some localities, there appeared a situation in which the small blast furnace that was explicitly ordered by the state to be avoided was eliminated in the name of clinker-casting iron. Severely interfered with the elimination of outdated iron and steel production capacity, contrary to the national macro-control policies, is not conducive to industrial restructuring and upgrading, affecting the realization of energy-saving emission reduction targets.
According to the targets set by the State Council's above notice, before the end of 2011, 400 cubic meters or less of ironmaking blast furnaces will be eliminated, and 30 tons or less of steelmaking converters and electric furnaces will be eliminated. Among them, by the end of 2010, 300 cubic meters or less of blast furnaces, 20 tons or less of converters and electric furnaces will be eliminated.
The Ministry of Industry and Information Technology requires urgent notice that all localities must thoroughly investigate the backward steel production capacity in the region and find out the current situation of the backward production capacity of steelmaking and steelmaking, including the small blast furnaces that produce cast iron, and on this basis, verify the phase-out of the Ministry of Industry and Information Technology. With respect to the backward annual progress plan, the Ministry of Industry and Information Technology will, based on feedback from various localities, co-ordinate the study as soon as possible and formally issue an annual index for the elimination of outdated steel production capacity.
The notification is clear that the Ministry of Industry and Information Technology will, after eliminating the outdated production capacity targets, combine the actual conditions of the iron and steel making and foundry industries, and make overall plans to solve the problem of producing cast iron. During this period, any associations and organizations shall not arbitrarily determine the standards and lists that are lagging behind the elimination of small blast furnaces.
