Experts call for: Creating a low-carbon city to avoid blindly following the trend

This is a topic that the experts and scholars attending the “2010 Third China Complex Technology Investment and Financing Summit” recently held in Beijing.
The summit was jointly organized by Hezhong Capital and the Beijing Shijingshan District People's Government. The theme of the conference was "Towards a green and sustainable urban future." According to a research report from the American Think Tank Research Center, in 2009, the governments of all countries in the world invested more than 160 billion U.S. dollars in clean energy, among which China topped the national clean energy investment list with more than 30 billion U.S. dollars. A number of outstanding cleantech industries have emerged in China. However, during the development process, Chinese enterprises urgently need to improve their entrepreneurial and core technological development capabilities. The lack of core technologies may cause China's clean-up industry to become a processing base. In the future, the development of the clean energy industry should not only be satisfied with the expansion of the huge installed capacity, but should invest more funds in the development of core technologies. In the next 20 or 30 years, China is expected to become a powerful promoter and leader in the cleantech industry. China's cleantech companies should grasp this period of historical opportunities.
Zhuang Guiyang, a doctoral researcher at the Institute of Urban Development and Environment of the Chinese Academy of Social Sciences, believes that as a very important subject in the transition to a low-carbon economy, the development of energy-saving and environmental protection industries is the main support point. At present, major cities all have aspirations to adopt low-carbon cities as their strategic goals. However, in terms of industrial development, emissions control, traffic congestion, waste containment, and environmental pollution, what can be considered a livable city? None of them have formed a certain evaluation system. “The current construction of low-carbon cities in China is generally sporadic, fragmented and tentative, and has not yet formed a systematic direction for the development of low-carbon cities. This year, the pilots of the five provinces and eight cities identified by the National Development and Reform Commission are also based on Their respective characteristics are in search of development cut points, per capita emission monitoring systems, policies and measures to support green and low-carbon development, and low-carbon consumption guidance are still being explored.”
Experts attending the meeting emphasized that in China’s many cities, from the perspective of basic work, the corresponding systems for monitoring of energy and carbon emissions must be complete, and appropriate planning should be done to make low-carbon development more scientific and to avoid blindness.
