In a recent alarming report, it was revealed that approximately 60% of food packaging materials in China may pose potential safety risks. According to data analyzed by experts from the China Packaging Resources Comprehensive Utilization Committee, these issues are becoming a growing concern for both consumers and regulators. The Jiangsu Provincial Bureau of Quality Supervision recently announced that the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) will implement a market access system for 39 types of plastic packaging, containers, and tools used for food products. The first batch of items to carry the “QS†mark will be plastic wraps, while other essential products like plastic buckets, food packaging bags, and baby bottles are also under close scrutiny due to their direct impact on food safety and daily life.
Poor-quality packaging has increasingly become a hidden danger. Many people assume that food safety issues stem solely from the food itself, but in reality, substandard packaging can be just as dangerous. For example, a Gansu-based potato chip factory discovered that the benzene levels in its product were far above the acceptable limit, traced back to the use of non-compliant packaging bags. Upon receiving the report, quality inspectors tested seven plastic printing companies producing composite food packaging films, and found that five out of seven had excessive benzene residues. One sample, a milk powder packaging bag, had benzene levels over ten times the national standard—posing a serious health risk if used.
During an interview with 10 street food buyers, eight admitted they never considered that the wrapping could be problematic, while only two mentioned occasionally noticing a bad smell from plastic bags. These findings highlight a widespread lack of awareness about the dangers of unsafe packaging.
Controlling harmful substances like benzene requires strict production conditions. Large manufacturers typically use high-speed printing equipment and advanced ventilation systems to reduce benzene exposure, but such technology comes at a high cost—often millions or tens of millions of yuan. Smaller companies, however, often rely on basic baking methods in high-temperature aging plants, which cannot guarantee consistent control over residue levels. To address this issue effectively, it's crucial to regulate production qualifications and ensure only certified companies are allowed to manufacture food packaging.
According to the Jiangsu Provincial Bureau of Quality Supervision, around one-third of current manufacturers—over 1,100 small businesses—may not meet the required standards. These small enterprises often lack proper equipment, quality control measures, and testing protocols. As a result, 36% of samples tested were found to be non-compliant, and even disposable lunch boxes have a pass rate below 50%.
To improve the situation, the AQSIQ will provide a transition period for companies to apply for market access. After this period, those without certification will be legally prohibited from operating. Qualified companies will face stricter oversight to ensure consistent product quality. In the coming two years, the market access system will be expanded to include metal, paper, ceramic, and other food packaging materials, aiming to significantly enhance food safety across the board.
