The "Notice" clarifies that in the procurement process, each purchasing unit should fill in the specific requirements according to the "Vehicle Rental Service Fixed-point Purchase Demand Form" or the webpage format requirements; and then through the central government procurement vehicle rental system, vehicle rental electronic counter-offering and online The random extraction system uses direct selection, electronic counter-offering or random selection of bidding to determine the transaction supplier; the transaction supplier fills in the electronic acceptance form on the central government procurement network, and can only sign the purchase contract after being approved by the National Mining Center.
In the choice of execution mode, if the single or batch purchase amount does not exceed 20,000 yuan, each purchasing unit may inquire and select the designated supplier for procurement, but the price and service shall be negotiated with the bid price as the upper limit. Electronic backslots or random selections can also be made.
For single or batch purchases ranging from 20,000 yuan (excluding) to 500,000 yuan (excluding), each purchasing unit can log in to the system to initiate electronic counter-offering purchases based on clear rental requirements; 1 or more fixed-point suppliers, and organize offline quotations from 3 or more suppliers.
In the case of random selection of bids, each purchasing unit shall organize the participation of more than three fixed-point suppliers, and no less than one fixed-point supplier through random selection, bidding on clear, unified and standardized procurement requirements, and in accordance with The principle of “purchasing demand, equal quality service, and lowest price” or other prior assessment methods determine the supplier of the transaction.
In addition, the "Notice" requires that car rental should comply with the current official vehicle allocation standards; each purchase unit should choose domestic cars when it comes to vehicle leasing and charter services; the maximum validity period of car lease contracts should not exceed 2 years, and chartered service contracts are the most The long validity period should not exceed one year.
