At the recent Asian Petrochemical Industry Conference held in Bangkok, industry leaders voiced significant concerns about the long-term sustainability of economic growth in Asia amid persistently high oil prices. Delegates from across the region highlighted the challenges posed by the rapid expansion of petrochemical capacity in the Middle East and China, as well as the pressure that high oil prices place on industry profits. The removal of trade barriers also raised alarms, with nearly 1,000 participants agreeing that the outlook for the Asian petrochemical sector is uncertain and that the industry will face substantial challenges. To navigate these issues, stronger regional cooperation was strongly emphasized.
A major topic of discussion was whether the growing production capacity of Sinopec in both China and the Middle East would negatively affect the profitability and utilization rates of Asian petrochemical companies in the coming years. Traditional producers in Japan, South Korea, and Taiwan expressed worries that Middle Eastern products could erode their market share in China, similar to how European producers have been concerned about Saudi Polymers entering their markets in recent years.
According to SRI Consulting, Asia is expected to add between 14 million and 18 million tons of ethylene capacity annually over the next decade, while the Middle East is projected to add 15 to 22 million tons per year. Much of this new capacity is aimed at serving the Chinese market. At the same time, China itself is rapidly expanding its own production capabilities.
Analysts predict that China’s ethylene production capacity will grow at an annual rate of 16% over the next four years, slowing to around 5.3% between 2010 and 2015. Currently, seven to nine world-scale ethylene plants are under construction or in the planning stages. As of the end of 2005, China’s ethylene capacity stood at 8 million tons per year. With the completion of several major projects, China's self-sufficiency rate in ethylene is expected to rise from 40% to 70% by 2009, and remain around 65% to 70% by 2015.
Another critical factor influencing the future of the Asia-Pacific petrochemical industry is the volatility of global oil prices. Lee Young-il, chairman of the Korea Petrochemical Industry Association, noted that the global petrochemical sector is struggling with unpredictable oil price fluctuations. To mitigate the impact on profit margins, companies must continuously enhance their competitiveness. Asian nations were urged to strengthen collaboration and implement strategies to counter the adverse effects of high oil prices.
The region has opened up its markets under the WTO framework and engaged in broader free trade agreements within Asia. However, reducing import tariffs could significantly hurt the profitability of local petrochemical firms. For example, increased imports from the Middle East could reduce the profits of producers in South Korea, Japan, and Taiwan. In response, conference attendees stressed the importance of regional cooperation to better manage market liberalization and ensure that Asian petrochemical companies can achieve mutual benefits.
