It is strictly forbidden to develop biomass energy

On March 10, the Ministry of Agriculture held a press conference with Chinese and foreign journalists, focusing on the topic of "agricultural and rural economic development." During the session, Vice Minister Wei Chaoan emphasized that China must follow a unique path in developing its agricultural biomass energy industry. He highlighted the importance of balancing food security with the sustainable use of agricultural resources. Wei Chaoan explained that the Ministry has released a long-term development plan for the agricultural biomass energy sector. The plan underscores the need to develop this industry in a way that aligns with China’s specific conditions. It emphasizes the full utilization of agricultural waste to produce material energy while ensuring that food production remains unaffected. Additionally, it calls for the responsible development of energy crops such as sweet sorghum and cassava. He outlined four key strategies for future development. First, the concept of recycling agriculture should be promoted, with waste-to-energy serving as a core direction for biomass energy growth. Second, safeguarding national food security must remain the top priority. Any biomass energy projects must not compete with grain for food, and energy crops should be developed cautiously. Third, technological innovation is crucial. The government should invest in research and explore various effective methods to advance the industry sustainably. Finally, local conditions must guide development, with coordinated efforts across industries to ensure synergy between the agricultural biomass energy sector and related fields. It's worth noting that during the "Eleventh Five-Year Plan," there was a push to accelerate biomass energy development. However, some projects led to conflicts over grain usage, creating what became known as the "grain vs. people" issue. At this year's Two Sessions, Premier Wen Jiabao clearly stated in the Government Work Report that industrial grain use must be strictly controlled, and any unauthorized expansion of corn processing capacity should be halted immediately. This approach reflects a more balanced and sustainable strategy, aiming to harness renewable energy without compromising food supply or environmental stability.
