It is strictly forbidden to develop biomass energy

On March 10th, the head official from China's Ministry of Agriculture granted a group interview with both domestic and international journalists, focusing on the topic of "agricultural and rural economic development." In response to a journalist's question, Vice Minister Wei Chaoan emphasized that in the coming years, China must continue to follow a unique development path tailored for its agricultural biomass energy industry. Wei Chaoan explained that the Ministry has recently released a medium- to long-term development plan for the agricultural biomass energy sector. The plan clearly outlines the need to pursue a model of biomass energy development that aligns with China's specific conditions. It highlights the importance of fully utilizing agricultural waste to produce material energy while ensuring food security remains a top priority. Additionally, the plan encourages the cultivation of energy crops in a sustainable manner. First, the government should embrace the concept of circular agriculture, promoting the use of agricultural waste as a key direction for future biomass energy development. This approach not only reduces waste but also enhances resource efficiency. Second, safeguarding national food security must remain the top priority in agricultural policy. When developing the biomass energy industry, it is crucial to follow the principle of "not competing with grain for food," ensuring that energy crops like sweet sorghum and cassava are developed in a way that does not undermine food production. Third, technological innovation must be at the core of biomass energy development. Strengthening independent research and exploring various effective methods will help drive the industry toward sustainable growth. Fourth, local conditions should guide the development of the industry, with a focus on industrial coordination. Enhancing collaboration between sectors will promote the balanced and integrated growth of the agricultural biomass energy industry and related fields. It is worth noting that during China’s "Eleventh Five-Year Plan," there was a push to accelerate biomass energy development. However, the rush to produce fuel ethanol and other biofuels led to concerns about "grain versus people" issues. At this year's Two Sessions, Premier Wen Jiabao explicitly stated in the "Government Work Report" that industrial grain usage must be strictly controlled, and the blind expansion of corn processing capacity should be stopped. Any projects that violate regulations must be suspended immediately.
