In April 2017, the Ministry of Industry and Information Technology released the "Mid-term and Long-term Development Plan for the Automotive Industry" (hereinafter referred to as the "Planning"), which placed the development of auto parts and components vehicles in a prominent position and proposed the implementation of the "Key Component Breakthrough Project" to be formed by 2020. A number of auto parts enterprise groups that have strong international competitiveness in some key core technology areas. By 2050, it will form a group of auto parts companies that have reached the top ten in the world in terms of output value.

Therefore, in order to implement the "plan" requirements and practically implement all the work, the Chinese Association of Automotive Engineers jointly with the G20 company members, San Yi's draft, finally formulated the "key component breakthrough project implementation plan (third draft)" (hereinafter referred to as "implementation plan"). On January 9th, Ma Ligang, Vice Minister of Parts and Components Department of China Automotive Engineering Society, gave a comprehensive interpretation of the Implementation Plan at the 2017 G20 Annual Meeting held in Nanjing and the development of parts and components industry under the new situation.

Achievements and problems coexist: scale, brand double promotion "small, weak, scattered" problem is still outstanding

Ma Ligang pointed out that after years of development, the scale of China's spare parts industry has continued to grow, and its research and development capabilities have been continuously improved. In 2016, the scale and above-scale enterprises realized main business income of 3.7203 trillion yuan, a year-on-year increase of 14.2%. From 2001 to 2016, the compound annual growth rate of sales revenue of China's auto parts industry was 25.1%, which was higher than the average growth rate of the entire vehicle for many years. In terms of R&D, in 2016, China's 108 listed companies with auto parts as their main business had R&D personnel of approximately 53,000, accounting for 12.8% of the total number of enterprises. Accumulated R&D investment was 17.242 billion yuan, an increase of 17.6% year-on-year.

At present, we have mastered core technologies such as direct injection of gasoline engines and high-pressure common rails for diesel engines in the field of components and parts, and have independent research and development and manufacturing capabilities such as DCT, high torque AMT, and 8-speed AT and CVT. The technological level of new energy components has also rapidly increased. In terms of power batteries, drive motors, and electronic control technologies, some companies have approached the international advanced level.

In addition, China's spare parts industry chain is increasingly perfect. In the longitudinal direction, the upstream components of Chinese branded parts and components have already covered the basic raw materials, and the middle reaches initially possesses the ability to develop and manufacture collaboratively with the entire vehicle company, and the downstream has formed the overall capabilities of the integration of parts assembly, logistics, sales, and after-sales services. Looking laterally, Chinese branded parts and components have comprehensively covered powertrains, chassis, body and accessories, electronic appliances, molds, and common parts.

In terms of the growth rate of branded enterprises, under the trend of globalization, a large number of well-known branded parts and components companies have emerged in China and have begun to provide support for global OEMs. In 2017, the number of China's top 100 auto parts enterprises that entered the “American Automotive News” has increased to 5, and the number of finalists has gradually increased.

Ma Ligang pointed out that there are still outstanding problems in the development of the auto parts industry. First, the issue of "small, weak, scattered" remains prominent. The number of enterprises in China's spare parts industry is conservatively estimated at more than 100,000, but most of the enterprises are concentrated in the low-end, low-value-added areas. The product quality is not high, the innovation ability is not strong, the homogenous low-price competition is common, and the operation management is extensive; Second, the issue of foreign investment in high-end components has become increasingly prominent. Foreign-funded parts and components companies rely on their own advantages to focus on high-end, high-value-added markets to grab their share and accelerate their expansion in China, while Chinese branded parts and components companies mainly compete in the low-end and middle-end markets. Third, China’s parts and components companies’ core capabilities are urgently needed. Promote. China's spare parts enterprises still have large gaps in R&D facilities, management, and talents. Many key component core technologies are in the hands of foreign-funded enterprises. Fourth, the zero-sum cooperation relationship needs to be improved.

Parts industry must set a small target: breakthrough in key core technologies

The "Implementation Plan" will clearly focus on the objectives of the "Planning" and will form key auto-competitive auto parts enterprise groups by 2020. By 2025, it will form a number of enterprise groups with the largest scale of output value to enter the world's top ten.

Ma Ligang stressed that key components breakthrough projects have set the following goals: First, key breakthroughs and technologies must achieve important breakthroughs. From passenger cars, commercial vehicles, new energy vehicles to intelligent networked vehicles, major breakthroughs must be achieved. Secondly, by 2020, China's branded component innovation capability will fully meet the requirements for vehicle product safety, energy conservation, and environmental protection. In 2025, some Chinese branded component enterprises will be global in the fields of energy-saving automobiles, new energy vehicles, and intelligent network-linked automobiles. leading position. Third, the zero-sum relationship is more efficient and smooth; fourth, the cross-industry cooperation mechanism is effectively established; and fifth, the international development capability is significantly enhanced. In the future, we will form a batch of Chinese companies and industrial clusters with strong comprehensive international competitiveness and gradually seize the high-end of the global automotive industry chain.

In order to achieve these goals, the "Implementation Plan" pointed out the next step. Ma Ligang stressed that considering top-level design considerations and focusing on key issues and key technologies, strengthening the auto parts industry is a top priority. In the future, we will also improve the selection mechanism for national science and technology plan projects, build a common technology platform for auto parts, and enrich the supply of parts and components technology. At the same time, we will establish a policy guarantee mechanism for the promotion of auto parts quality brands, focus on key areas, promote the creation of China's spare parts brands, support the development of small and medium-sized parts enterprises, and strengthen the foundation for quality brand building.

In the zero-sum cooperation model, it is necessary to promote the efficient and coordinated development of the entire industry chain. Establish strategic alliances and build mutually beneficial cooperation mechanisms for decree-making enterprises. At the same time, zero-strength collaboration to open up overseas markets, enhance the strength of zero-zero companies. Of course, we must systematically sort out the parts and components business of the entire vehicle group so that we can do something and do something wrong.
