The Russian government is currently examining the possibility of ending the preferential trade treatment granted to China. This special regime was introduced on September 13, 1994, and has allowed Chinese goods to benefit from significant tax advantages. Under this system, certain products, such as steel pipes, have been eligible for a 75% tariff reduction. Even when specific protective measures are in place against Chinese imports, these goods often remain exempt from additional duties.
According to insiders within the Russian government, Prime Minister Vladimir Zubkov has initiated discussions among key ministries, including the Ministry of Economic Development, the Ministry of Industry and Energy, the Ministry of Finance, and the Ministry of Foreign Affairs. These meetings aim to evaluate the long-term implications of maintaining the preferential status for Chinese imports.
Russian economic analysts argue that abolishing this preferential system could significantly reduce the competitive pressure from Chinese goods on domestic Russian industries. Sectors such as steel production, steel pipe manufacturing, and large-scale chemical industries are particularly vulnerable. They believe that the current arrangement no longer aligns with Russia’s economic priorities and has enabled Chinese companies to bypass traditional tax barriers, entering sensitive markets that were previously protected.
Experts suggest that the ex-gratia trade benefits given to China have contributed to an imbalance in trade relations, potentially undermining local producers. As Russia seeks to strengthen its domestic industrial base, many see the removal of these preferences as a necessary step toward more balanced and sustainable economic development. The decision, if made, could mark a turning point in Russia's trade policy toward one of its largest trading partners.
